The governing body of EKHN is the Board, and the number of its members shall be at least 5 people (up to 7). Members of the Board shall be elected based on the principles of sub-regional affiliation as well as association with KP sub-groups (Key Populations – HIV, TB, Hepatitis, TG, SW, PUD, and MSM). Term of office of the Board members is 2 years since the date of their election. One and the same member may not be elected to the Board for more than 2 successive terms.

The following questions shall be under the exclusive competence of the Board:

  • Introduction of amendments to the Regulation on the Network;
  • Election from among its members of the Chair and Secretary of the Board and early termination of their powers;
  • Definition and approval of priority areas of middle-term and short-term activities of the Network in line with its goals, objectives and strategic plan, introduction of changes and amendments to them;
  • Approval of the annual budget, annual report and annual balance sheet of the Network;
  • Approval of the regulation on activities of the Board as well as other regulations and procedures of the Network;
  • Approval of creation and operation of Working Committees of the Network;
  • The Board may also consider other matters.
  • Meetings of the Board shall be held at least once a year. Ad-hoc meetings of the Board may be convened at the request of the Chair of the Board or the Director.

Decisions of the Board shall be taken by voting, with a simple majority of votes. Voting may be conducted by personal attendance or through electronic means of communication: skype, e-mail, mailing list of the Board. In case of e-mail vote, failure of a Board member to respond within the set deadline shall be viewed as though such Board member abstained (did not vote), and such vote shall not be taken into account. At least two third of the Board members shall take part in the voting process to have a quorum required for decision making purposes.

Members of the Board shall perform their functions pro bono as volunteers.

Ms Ibragimova is advocacy specialist in «Kazakhstan Union of People Living with HIV». She has 7 years of experience in AIDS service, started with a volunteer, then an outreach work, a social worker, a project coordinator. She has an expertise in coaching skills, experience in preventive and advocacy work for people who have been affected by the HIV epidemic, including people living with HIV, People who use drugs and people affected by tuberculosis. For last four years she has been an advocate for the “Kazakhstan Union of People Living with HIV”, coordinating the work of three NGOs, organizing various seminars, trainings, roundtables at the national level, involving decision-makers and key partners.

Ms. Ibragimova has keen background on legislative analysis, development of advocacy plans in the context of HIV / TB, mobilization of the PLHIV community, monitored the implementation of projects, providing technical assistance to NGO representatives. Also participated in the policy change regarding the rights and equality of women living with HIV and promotion of human rights and the expansion of gender equality.

Since 2008, Ms. Kovalenko is providing counseling services on the examination and treatment of HIV infection, viral hepatitis, tuberculosis, etc. Her main work is focused on the following areas: assistance in obtaining medical, socio-psychological and legal assistance to the people suffering from different types of addictions (drug users, alcoholism), having infectious diseases (HIV, tuberculosis), returnees from places of deprivation, prison, as well as to their relatives, women in difficult life situation and sex workers.

She has about 7 years of experience in establishing and developing links with public and state organizations, whose activities are aimed at providing assistance to various categories of the population. She coordinated several projects, i. e. “Women living with chronic diseases”, “Development and improvement of the integration model in the society of women with chronic diseases returned from prison”, “Creation of workplaces and employment of women released from places of deprivation of liberty in the Sverdlovsk region”, “Time to Live” in the direction “Creation of a non-state system of complex rehabilitation of persons without a fixed residence, citizens who allowed non-medical consumption of narcotic drugs”.

Ms. Kovalenko is the Director of the New Life Foundation based in Yekaterinburg.

Mr. Basenko lives in Kyiv, Ukraine, was  born 26 April 1980. Education – master’s degree in international economy (Kyiv National Taras Shevchenko University).  As an IDU, OST and PLHIV, since 2010 started  work in HIV-service and IDUs/OST advocacy field in local and national NGO in Ukraine. Since 2012 joined the Eurasian Network of People who Use Drugs (ENPUD) consulting  for access to treatment for PUD/PLHIV component. Since January 2013 he is a Senior Program Officer for the Alliance for Public Health (International HIV/AIDS Alliance Ukraine), coordinating international and national harm reduction projects, responsible for collaboration with State Penitentiary Service, Centres of Social Services, pharmacies and participating in HIV, HCV, TB, OST and drug use consultations, conferences, working groups and campaigns at national, regional and international levels. As a person who’s life was astoundingly impacted by GF programs since 2015 joined the Global Fund Advocates Network Speakers Bureau to influence the Replenishment and other funding for GF processes. From November 2015 he is a Board member of International Network of People who Use Drugs (INPUD).  In 2016 was elected to the Communities Delegation of the Global Fund Board. He is a global advocate of access to hep C treatment and harm reduction services among PWID.

Health Program Coordinator

Mr. Mulear is the coordinator of the LGBT Health Program in “GENDERDOK-M”, a LGBTIQ NGO based in Chisinau. He has been working in the organization since 2007, before that he worked as a volunteer in the same center for five years. He began his professional career in the organization as an assistant to the LGBT Health and Social Wellbeing Program. In 2011, he was promoted health activities under the same program. Since 2014, he took up the post of coordinator of the LGBT Health Program. Within the framework of the supervised program, he is responsible for representing the GENDERDOC-M center and promoting the interests and rights of LGBT and MSM in the National Coordinating Council for Tuberculosis and AIDS. He is the coordinator of outreach work, organizes seminars and trainings on sexual health for the LGBT community and MSM, conducts voluntary counseling and testing, develops a regional network of health professionals. He was actively involved and participated in the development of national policies, standards, regulations, health protocols, both for MSM and other key groups.

In 2011, he was awarded a special honorary diploma “For outstanding involvement and special merit in the national response to HIV / AIDS throughout 2011” and the statuette “Red Ribbon” by the Ministry of Health of the Republic of Moldova together with UNAIDS Moldova, the “World AIDS” campaign in Moldova, Network “Y-PEER Molodova”.

VOLKONSKAYA ANGELIKA is EKHN Board member since November 2016 and representing Belarus. With medical nursery educational background, graduated by Belarusian State Academy of Postgraduate Education, she is currently working as a nurse for massage (cosmetology and therapeutic massage). She has a long and rich experience in working in TG and HIV sphere, she started in 2004 in Republican youth public association “Meeting” as a social worker, then from 2008 till 2009 she was the regional coordinator of the project on HIV and STI prevention among MSM in Minsk. She participated in several trainings and seminar, i.e “Peculiarities of counseling men who have sex with men on HIV and STI issues”, “Monitoring and Evaluation of HIV Programs”, “Legal and Biomedical Aspects of Supporting People with Infectious Diseases”.
